Trump’s top general says U.S. troops need to prepare to fight a war around the moon

America’s senior military officer is telling the armed forces to think beyond Earth orbit. Gen. Dan Caine, chairman of the Joint Chiefs of Staff, told service members and defense-industry officials that the U.S. military needs to be prepared to ‘fight, endure and win’ across contested environments extending ‘from the seabed to cislunar space.’ Cislunar space is the region between Earth and the moon, including the orbital environment where future military, scientific and commercial systems may operate.

The remark came at the Air, Space and Cyber Conference near Washington and was reported by the Guardian, Washington Examiner and Newsmax. Those outlets also placed the speech in a broader context. The United States has disclosed that it has deployed weapons in space, and the Space Force is preparing for a future in which satellites, communications networks, navigation systems and other orbital infrastructure may be attacked during a major conflict. Caine’s language pushes that planning farther outward toward the moon.

That does not mean the Pentagon has announced plans to send infantry units to fight on the lunar surface. The important distinction is between combat on the moon and military competition through the space around it. Cislunar space could eventually contain communications relays, surveillance systems, navigation assets, fuel depots and infrastructure supporting lunar missions. If those systems become important to national economies or military operations, defense planners will treat them as potential targets and assets that need protection.

The United States is not planning in a vacuum. China and Russia have both expanded military space capabilities, and U.S. officials have warned for years that satellites could be disrupted, jammed, hacked or destroyed during conflict. The Space Force was created in 2019 specifically because space had become too important to treat purely as a support function. Caine’s speech suggests the military now views the next stage of that problem as extending well beyond the satellites currently orbiting close to Earth.

The practical challenge is enormous. Military systems built for Earth orbit already require specialized launch capacity, secure communications, tracking networks and expensive hardware. Operating deeper into cislunar space means longer distances, different orbital mechanics, slower communications and greater logistical complexity. A system near the moon cannot be repaired as easily as a satellite in low Earth orbit, and it cannot rely on the same support infrastructure available closer to the planet.

There is also a policy question about where deterrence ends and escalation begins. Building military capability can discourage rivals from attacking U.S. assets because they know the United States can respond. It can also encourage competitors to accelerate their own weapons programs. That tension is familiar from land, sea and nuclear strategy, but extending it toward the moon adds an environment that governments have historically described in more cooperative scientific terms.

Caine’s statement is therefore less a declaration of an imminent lunar war than a warning about the direction of military planning. Commercial investment, national space programs and strategic competition are all moving farther from Earth. The Pentagon does not want to discover after those systems are deployed that it has no way to defend them. Critics will reasonably ask whether preparing to fight in cislunar space makes that fight more likely. Defense officials will argue the opposite, saying preparedness is what prevents rivals from seeing space systems as undefended targets. Space warfare also differs from conventional fighting because disabling a satellite can affect civilian systems as well as military ones. Navigation, communications, weather forecasting and financial timing all depend on orbital infrastructure. That means any conflict in space could create consequences well beyond the armed forces. As activity moves toward the moon, governments will have to decide whether new infrastructure should be treated as civilian, dual-use or military, and how to signal those distinctions to rivals. The absence of clear rules can itself become dangerous because one side may see a defensive system as preparation for attack. Caine’s language highlights why military planning is moving ahead even while legal and diplomatic rules remain incomplete.

There is also a legal backdrop. Existing treaties emphasize the peaceful use of outer space, but they do not eliminate military activity. Satellites already perform military communications, navigation, missile warning and surveillance functions. The unresolved frontier is how those norms apply as human activity moves farther from Earth and as countries establish more permanent infrastructure around the moon. Caine’s remarks are therefore a signal not only to military planners but to diplomats and lawmakers who may eventually have to define what acceptable behavior looks like in cislunar space.

The immediate facts are clear enough to support scrutiny without overstating what remains unknown. The next phase will produce more documents, votes, legal decisions or economic data that can test the competing claims. Until then, the distinction between what has happened and what each side predicts will happen is central to covering the story accurately. One additional complication is commercial activity. NASA partners, private launch companies and communications firms are all planning missions farther from Earth. Military planners will have to protect national interests without treating every private spacecraft or scientific payload as a military asset. That line will become more important as traffic around the moon increases.

The moon has spent most of modern history as a destination for exploration, science and national prestige. It is now becoming part of discussions about logistics, communications, minerals, competition and military strategy. That shift may happen gradually, but Caine’s language makes clear that the U.S. armed forces no longer view the space around the moon as purely a scientific frontier.

As military and commercial infrastructure moves toward the moon, can governments build credible defenses there without turning cislunar space into another permanent arms race?
